Adoption Photolistings
Photolistings can be controversial but they can also be helpful in identifying children who need homes. Many special needs children find homes this way, as do many children from foster care.
I, personally, do not agree with them but I will link to them because I do know some people who have found their children on photolistings (and then linking with a reputable agency to adopt the child).
