		<description>In California (I believe it&#039;s a state law), it&#039;s illegal to ban cell phones because of emergencies, but most teachers have pretty strict rules about using the phone in class.

I disagree with bans, but I do understand heavy punishments when students use the phone in the middle of class, because it IS distracting.</description>
