		<description>When oh when will people learn that positive not negative reinforcements will improve things. I completely disagree with fining people for not recycling. I don&#039;t think it promotes a healthy inside of you habit. 

I do however think that a reward would work. That would create a competition feel among some and we need some conservation competition if you ask me. I don&#039;t think we can create long term change by bullying. We may gain short term rewards but we want (or should want) conservation to be a positive deal. Plus is that even legal? I mean I guess it will be; but it does seem like blackmail.

		<description>Frankly that sounds like a poor excuse from the council. So as an individual who does their best to recycle you still have to subsidise neighbours who can&#039;t be bothered? Life isn&#039;t fair I know, but this seems a little ridiculous.</description>
