Does the mother work outside the home and bring in money? If yes then she should do with that money as she likes as long as the entire family is not going without necessities. If she doesn't work outside the home and does not bring in cash then some serious discussions need to go on between her and her husband on how much cash she SHOULD get for herself to do with as she likes.
