You had the right idea when you sent them to their rooms. Make it rule that bickering isn't allowed and enforce the rule consistently. It is perfectly OK to punish both of them at the same time, in fact preferable. Once they get the idea that they have more to lose by bickering then by getting along everyone will be happier.
