United States failing grade: care of premature babies

The March of Dimes has pulled no punches when it comes to grading the United States on its care of premature babies.
In the Premature Birth Report Card, the March of Dimes awarded only Bs (Vermont only), Cs (8 states), Ds (23 states + Puerto Rico), and Fs (only the District of Comumbia), no As.
