Wait Lenghtens for China Adoptions

Although China remains the most popular country for international adoptions the wait is now triple what it has typically been and in some cases the wait is up to three to four years for a child to join a family.

We had our dossier logged in China on October 13, 2005. At that time, and for the previous year, the wait had remained steady at six months from LID to referral. It varied over the years, but it had been six months for so long with no indication of change. Each month, referrals for a full month were issued. Then in November, 2005 only half a month was issued.

Yes, that was the first batch after we were logged in. There has never been as large a batch since. In a few instances, only 2-3 days worth of LIDs were issued in a month.

We expected to receive our referral in April 2006 and travel in June. We received our referral in February 2007 and travelled in April, and we were lucky. The wait has grown longer.

We have friends who were LID on January 10, 2006. Less than three months after we were logged in. They have not received their referral yet. We’ve been home with our daughter for over a year now. They were three months behind us and do not even have a referral.

They will receive their referral in the next batch, May 2008, as the last batch ended with LIDs from 1/9/07. They’ve waited 28 months since logging in. The wait is only going to continue to grow at this point.

Rumors have it slowing down even more throughout the Olympics this summer. Many are hoping that a speed up will occur after they are over. There has been nothing official to substantiate this hope.

For the sake of the waiting children and parents, I hope it does.

It stinks, doesn’t it? Personally, I don’t understand the reason for the longer wait times.

I love that the LID goes in order of dossier and files them that way though.

Does this mean you are still adopting an infant (or 6month old whatever the case may be) or that the babies are older now when you get to bring them home? It is the referral that is taking longer, not time from refferral to bringing home your baby…right?

They are still young referrals (under 6 months or so) but the wait is longer. In China families receive a referral and then travels almost immediately to bring home their child, whereas in other countries (Russia, Guatemala) families receive referrals and then travel to meet, and then return home to allow the countries to process paperwork. In China that is all done beforehand, therefore, the wait has always been longer between dossier and referral but travel is speedier.

The age at referral varies. China has a requirement that there must be six months between the date a finding ad is put in the newspaper and an adoption. This is why the youngest babies are around 6 months. China considers all children less than 24 months as infants. If you request an infant, you can receive a child between 6-24 months. It seems that some months have more of one than the other. On average, referrals are around 10 months old. My daughter was just over 11 months old when we adopted her.
